Can anyone tell me if the Windows '98 Second Edition upgrade pack (for users upgrading from Windows '98) is available in stores like CompUSA?

I've gone onto their website but they are advertising a 4-6 week delivery for a $19.95 upgrade!

I've been having trouble with slow downloading of realtime streaming data on my system and am wondering 1. if I should be getting more RAM over and above the 128Mb that I currently have or 2. if I should be upgrading my video card from 8Mb to say 16Mb.

Any thoughts?
