It looks like they use this price target thing within a brokerage house to score the various analysts recommendations against each other.

Not necessarily. It's often a marketing thing: so-and-so analyst says to buy this stock and his price target is $100. The equity marketing people at Merrill like to have price targets, many of the analysts don't want to be pinned down.
