CapRock Participates in Phoenix Fiber Optic Installation

Construction to Bring Latest Telecommunications Services to Core of Business District

DALLAS--(BUSINESS WIRE)--Nov. 1, 1999--Continuing its efforts to facilitate intra-city fiber access, CapRock Communications Corp. (Nasdaq: CPRK) has announced plans to participate in the construction of a fiber optic system in Phoenix' core business district.

The installation will allow CapRock to accelerate its planned introduction of dedicated voice and data services to Phoenix business customers and provide last-mile connectivity.

Twelve telecommunications providers are combining to install fiber optic ducts in a six-mile area surrounding the city's business nerve center. By using the ducts in conjunction with fiber installation and a Nortel(R) DMS 500 switch recently deployed in Phoenix, CapRock will be able to implement service in the near future.

"Participation in this project increases CapRock's speed-to-market to the Phoenix business district and lowers our capital costs," said Leo J. Cyr, president and COO of CapRock. "When this installation is completed, CapRock's network will provide unsurpassed voice and data services to the Phoenix business district."
