NO! Does the bank robber rob the bank cause he hates it? Does the purse snatcher hate women? Does the guy in the bar who gets in an argument with his drinking buddy and beats him up hate his buddy or is he just drunk?

There are differences today in degrees of murder - from premeditated murder (could get you executed) to manslaughter with as little as 1 year in jail. I contend that hate crimes for the most part are premeditated to the point where the criminals will go out of their way (drive into a black neighborhood for example) and commit the crime which is not usually murder but a beating. I also believe by having stiffer penalties that hate crimes will be reduced.
