This would, if true, seem to add the missing element. I believe strongly in the "follow the money" principle. Since Australia has an interest in stability in Indonesia to protect its shipping routes through Indonesian waters, I have wondered why they were so ready to sent troops to East Timor, even with an invitation from Indonesia. This makes sense. It also explains why East Timor thinks it can economically afford independence. The report may not be true, but it has the ring of truth and explains much that was murky to me.
