I have 1/2 the problem worked out so far:

Start with 12 balls.

1st weighing: 4 vs 4

If balanced, culprit is in 3rd group of 4. Take 3 of them vs 3 from "good" groups. One side will go up or down. That is the direction (light or heavy).

If they balance, the 4th ball in the "bad" group of original unweighed 4 is the culprit and it just takes a weighing against a control to establish the direction.

If they don't balance, the bad one is one of the three and you know the direction. Take two of the three. If they balance, the 3rd is the culprit and you already know the direction. If they don't balance, the one moving in the bad direction is the culprit.

Now I have to work out the results when the first two groups of 4 don't balance....
