As I understand WLL, it is for rural areas that don't have wireless phone service or even much landline. It's more of a replacement or substitute for landline as a main phone service; it is configured for fixed phones, without the handoff problems needed for mobile. It is not for the last mile, so to speak. Last mile problems are in urban areas that have landline infrastructure in place; it's just antiquated and can't handle the data. Those areas are already served with wireless, too.
