Try downloading the 128 bit incription....That is what I had to do to access Greenline....

I recommend uninstalling IE 5 (don't forget to first re-download the installer if you need it).

Reboot, then reinstall 5 from the start.

That's my personal opinion; these things are so huge and so complex that once something is weird you could fight it forever without success.
