I think the issue with handsets is to increase profits the need to rapidly increase production. That requires alot of money to invest in new factories. They also have to compete against much larger, more experienced foes. They can turn up the production at any time. I am not for or against a sale, however for 12Billion I would sell it. By the time Handset division would make 600 million a year on handsets Q would have already exited the business. JMHO
