I would ask the party in question exactly what was meant by the remark.

Learning vehicle speeds are meant to be indicative of the given process at given process generation design rules.

If there are no speedpath or routing issues, the SRAM speed is a pretty good indicator of what the process can support. That puts a lot of variable in the design.
