Yes, it is hard to come up with a good theory about the Dell Bellmarks but it does seems that he actually did present them. Doug McLeod was there and confirms it and he certainly is not biased against Rambus. Message 11208001 As for the "powerdown" theory, it does seem far fetched but remember that Rambus has been on the spot on power especially since their "wind tunnel" was rejected by the box makers. So maybe they've pushed the edge on powering down the chips without having enough understanding about the effect in a real system. Effects like this are difficult to simulate since you've got to model a real system which is huge and benchmarks don't help at all. I can imagine Intel spending most of their effort trying to prove that Rambus bandwidth in needed so their simulation efforts went into things like their Bandwidth Benchmark which tries to just maximize the use of contiguous memory and won't show the Powerdown problem.
