Even if everything the author says is true, I still cannot absolve Koresh (except perhaps by reason of mental illness). When you are under siege like that, you come out with your hands up to protect the children. You do not wait to finish writing your "Seven Seals" manuscript.

That being said, I stick to my previously stated belief that the government adopted a Scorched Earth policy in which it decided to sacrifice the innocents along those who they perceived to be the guilty.

You may like it or abhor it, but I will set the scenario for you again:

The Government has someone under siege. That person is not giving up. The Government is looking weak, and getting embarrassed. They invoke the "Terrorsist Rule." That rule states: we will teach people a lesson about taking hostages, or even holding up with innocents as shields--you will die, as will the innocents with whom you surround yourself.

I don't like this thinking, but I think this is general law enforcement thinking that transcends Clinton, Reno, Freeh, or any other particular individual. Similar things happened years ago to M.O.V.E in Philadelphia, and to the "Symbionese Liberation Army."

I'll say another thing--it does look like there's been a cover-up, but it is possible that policies have changed. In the 6 years since the incident, there has not been "another Waco."
