Well Joan, that could be right, but how about this theory....;-)

So aware were are founding fathers that they were following in the spiritual footsteps of ancient Israel, that they built the capital city similar to Jerusalem in such a way that it would belong to no single tribe. Only ancient Jerusalem and Washington, D.C. exist as separate entities from their respected countries. So that in neither case, any one tribe or state could claim control over the capital city and deny admittance to others.

The principle of federalism conceived by the founders was based on the mixture of tribes that made up ancient Israel. The motto was, unity through diversity, and it worked well for both societies.

In that way any foreigner could become a member of ancient Israel, as well as modern America. British soldier could and did defect to join the colonists. Anyone could, and indeed still can, become a Jew. In the same way today anyone can become an American citizen. With full rights as a naturalized American. Except that of becoming President. Which equates to the Torah where you could not become King unless you were naturalized.

Contrast this with England, France, Switzerland or Japan. You could live there more than five years, but always be considered a foreigner. Some have lived in London for a lifetime, but to their English neighbors they will always be foreigners. The Swiss or Japanese take pride in how little immigration has taken place to their shores. The reason is that these are nations whose identity springs exclusively from their land.

In the history of the world, only two nations have been founded on an idea rather than on a land. Ancient Israel and modern America.

So this is why the nations capital is set-apart from the states. And why someone could conquer America, but never conquer the ideal under which she stands.
