Technically not a vacuum. But if you are referring to the Big Bang ... from something that was/is neither space nor time. A vacuum in the physical sense is space empty of matter or measurable energy. But I'm splitting hairs.
The pleasing part about the Big Bang theory is that it neither requires nor refutes some sort of creation.
