Philips and Com21 Win Major Cable Modem Order
from Spanish Operator, Retecal

ATLANTA--(BUSINESS WIRE)--Sept. 13, 1999--Philips Electronics, a Com21, Inc. (Nasdaq:CMTO - news)
worldwide systems integration partner, recently announced that it is supplying Spanish cable operator Retecal with over
2,000 Com21 ComUNITY Access® System cable modems and 26 Com21 headends in northern Spain by the end of
1999.

The wide-scale deployment will cover nine major cities, including Valladolid, Leon, Burgos and Salamanca. In addition to
high-speed Internet services, Retecal plans to offer telephone services via its cable modems once the operator can legally
provide the service. With 10 Com21 headends already installed, Retecal has nearly 500 data customers and plans on
installing 29 Com21 headends by the end of 1999.

Com21 Inc., with headquarters in Milpitas, California, designs, develops, markets and sells value-added, high-speed system
solutions for the broadband access market. The company's ComUNITY Access system enables cable operators to provide
