Is Win98 "Special" Edition the same as "Second" Edition??

To the best of my knowledge, I've never heard of win "special edition". Refer this question to mr.mark. He's the "man" when it comes to finding info. He has been crowned "Search King" of this thread. I'm still trying to figure out how he does it! :-)

FWIW:

I called buy.com who couldn't tell me but they gave me a MSFT phone number and I spoke to Melody who told me that "Special Edition" is a full package while "Second Edition" is an upgrade.
