As I understand it, INB only gets paid if the company to whom they sold the gaming contracts actually generates revenue from the contracts. In addition, I think that INB still owns the physical machines (i.e. only the revenue sharing contracts between INB and the tribes were sold). Thus, if the Indians can run gaming operations, INB will get paid for the contracts, INB won't have to write off the asset value of the gaming machines, and INB could possibly enter into new gaming contracts directly with other tribes.
You may want to scroll through the INB thread to check my understanding of the situation. In any event, the stock appears to have been under accumulation over the last six months and I have never been able to determine the reason for the stock's gyrations over the last few years (it seems that pertinent information only ever comes to light after the stock has made a major move).
