You're thinking in human terms too. How can you know what God finds exciting or boring? How do you know excitement and boredom are even feelings God has? If I were God, yeah, I'd want that uncertainty, but I'm not. So, under the assumption that we have an all-knowing God and free will, God knows the choices we will make before they're made. The only time they are written in stone, however, is after we make them.
