Sector, we often come across this and similar issues in bank imaging system discussions, and the answer to your question really "depends." Rather than ad lib, here's a snip from the Pegasus Imaging site that begins to tell the story re the variables, with a proprietary twist of their own. I believe that the subject is also covered in ANSI electronic data interchange standards somewhere, but I don't know which annexes they are in off the top of my head. Read on...

Pegasus Introduces WSQ Fingerprint Libraries

Pegasus is proud to announce that it is now licensing image libraries that read and write the FBI WSQ fingerprint format. These libraries are available for Windows 95 and Windows NT. They comply with the FBI WSQ sample suite.

The WSQ fingerprint format was established by the FBI as a standard for storing and exchanging fingerprint impressions. It is widely used by law enforcement agencies federal, local, and international. WSQ achieves a high degree of compression by utilizing an algorithm known as wavelet packets.

An example of the high compression available with WSQ is demonstrated here: a sample fingerprint with a resolution of 589*605, 8-bit grayscale results in a file size of 325 KB when compressed with lossless LZW. When compressed with lossy JPEG the file size is 108 KB. When compressed with WSQ the file size is 28 KB. This is a space savings of greater than 11X over lossless compression, and almost 4X over JPEG. The savings is substantial.

Pegasus licenses the WSQ libraries through its WSQ Fingerprint Toolkit. This toolkit is ideal for developing fingerprint databases, fingerprint transmission applications, identification cards and systems.
