In terms of future earnings and existing voting rights, of course.

However I'm not as concerned with this sort of dilution as it has the capacity to enhance the value of the company. Issued shares as a bonus, for example, doesn't have that benefit (as long as the benefit wasn't otherwise going to be paid in cash or other vehicle). Share dilution by financing for development can increase the value of a company, if those developments are positive.

I'm dealing with VC's these days, and that sort of dilution can make your head spin.
