<<So, a poor family with $20,000 in AGI would get a voucher for $6,000 and could afford and could use that to fund a better education for their kids. While, an extremely wealthy family could only get a voucher for $1,500, and would have to make up the rest of their kids $14k in tuition out of pocket.>>

Mike do you have your numbers right here? A rich family get $1,500 and must add $14,000 for a total tuition of $15,500. The poor family gets $6,000 so the must make up $9,500? Where is a family with a $20,000 income going to get that kind of money? Am I missing something?

Mike, I hate to tell you this but I don't think AGI is a fair means test! But, I see where you are going with it and some good ideas.

In general I find the tax code to be grossly unfair towards the working middle class. The wealthy, business owners etc. pay much less than they should, or maybe the workers pay too much but however you look at it I believe it is unjust. But that is too much of a pandoras box and rests on the larger issue of tax simplification so I hate to get into that with this school voucher thing.

I will say though that attaching voucher $$ to tax returns will likely attract resistance from those that support it, because my sense is they want the state out of their business on this issue and tax return related stuff is just more paperwork.
