But in regards to do you know of any reason that particular piece of bad news is dangerous to ADRs? consider this:

Should the Securities Industry Association and the International Operations decide to name those laggard and nonreporting foreign brokerages and stock exchanges at some point (unlikely) or should those laggards/nonreporters become the object or rumor or innuendo in the financial press (likely) investor confidence in those exchanges could wane thus affecting ADRs.

As we both know ADRs are traded in U.S. dollars and the shares on deposit in the U.S. are only part of the outstanding share total. Trouble on a foreign exchange, real or imagined, could affect your ADR share price.

If people are still using COBOL code they probably deserve what they get. There should be more and more COBOL programmers waiting around as time goes by. In my experience, most application developments over the past 7-10 years has been with such things as data base management systems and associated C languages.
