Using the premise that most employee granted options are bought back by Dell I see a conflict between different departments in the company. In one case they would want to buy back as cheaply as possible since that's good for their earnings, but the options were presented as a reward so it's in the interest to pay a handsome price to improve moral.
Chuzzlewit has studied Dell's option plays more than I but I gather they sell puts and buy calls when the price is low and then redeem the shares when the price is higher.
