just rates, i think. most of the utilities looks equally nasty... that's why the UTY has that ugly H&S on it

Are you talking charts, fundamentals or a bit of both? They've had a couple of new business models since dereg (read that reregulation) ... California policy makers are a little on the bleeding edge of things ... if real competition should ever come it can't be good for any electric utility in CA can it? Rates are jsut an excuse to get these stocks more aligned with their real future prospects, i.e. cutting dividends in the next few years.
