What does it mean when the opening interest goes down from the previous day? Also, would you consider it bullish or bearish when put OI goes up/ call OI goes up?

I am wondering whether one should sell calls with the strike price(same as target price)immediately or as the stock recovers.
Also, what you think about buying out-of-money calls(near strike price)vs. above strategy from risk adjusted returns point of view.
