I'm sure that there are more than two alternatives. For example it may be that dust is blown off the moon during meteor impacts and leave it's gravitational field. It may be that Earth's larger size and gravity field attracts more dust than the moon. (These are physics just-so stories because I have not studied the moon in enough detail to know).

As for Von Braun, this is just another appeal to authority, I wouldn't expect a much different answer from someone who had to show up in Congress and ask the senator from Kansas for lots of money.
