This goes back to an argument that has been made a number of times and is actually pretty apparent.

It is in LU's best interest to slow acceptance of converged networks since it means transitioning from existing circuit switched equipment to multiservice/data oriented equipment. CSCO doesn't have this legacy/transition issue and it is therefore in their best interest to get customers to move now "to capitalize on new technologies thereby providing them with a competitive edge".

So, it's not about whether technology is baked or not or whether CSCO is in a better position or not. It's about posturing the two companies. The sooner customers move the better off for CSCO. The later the better off for LU.
