Had he not raised them, conservation and cost savings measures were unlikely to have been instituted, which ultimately set up the current good times we've had since 1985 (barring the 2 quarter blip in 1992).
The LBO groundwork, BTW, was laid years ago in groundbreaking work by Franco Modigliani (alum of my grad school). Milken happened upon it, and realized the power of what he had...and made it work. It would've worked at just about any point. Ironically, it would've worked ALOT better in the late 70's than in the mid 80's...

Most people don't look at the core rate when they ask for a
raise. In any event, inflation was rampant in the core rate
in 78-81 as seen in the data history for the core index less
food and energy...
