No it isn't. But neither is the GSM core network infrastructure (i.e
the stuff behind the basestation, and the protocols that define the communication that must take place between the handsets and the basestation).

You appear to be expanding CDMA - a technique for utilising radio spectrum - to cover how a network is designed and built out.

IS95 is a standard that describes a network using a type of CDMA
GSM is a series of standards describing a network using a type of TDMA

The overlay proposal only covers the method used for utilisation of radio spectrum.
