Isn't the Fed a government institution owned by the citizens of the United States?
No. The Fed is owned by private shareholders.

Who are these shareholders?
The Fed is not required to reveal the identity of their shareholders.

Les,

I've been asking myself that same question for a couple of years now.

The second question I keep asking myself is why foreign central bankers keep stepping up to the plate whenever private investors back off.

I wouldn't want my reserves in US dollars, higher rates or not! I don't think the rate differential is enough to compensate for the long term currency risk.

If I was a foreigner the last place on earth I would put my money is in US stocks. That's like a double bubble!
