Your analysis is as good as mine.

Although "Intel Inside Cisco" is a great objective in and of itself, I think Intel would prefer to see a "common" Communications Processor Platform - with a Common software OS - and each "manufacturer" adding his/her own customization on top of the common hardware/software.

This model would permit the lowest cost solution available - by maximizing the number of common elements among server/router manufacturers.

This in turn plays WELL into Intel's CHIP MANUFACTURING strengths.
