Well, first of all most designers design way beyond minimum current rules by a factor of 2-4X. As you only have to ensure thicker power/clk rails etc its not a big die size issue. I would assume that the Athlon chip was designed with this in mind.

Secondly cooling may actually REDUCE power consumption when clocked at same frequency.

IE a kryotech cooled system will consume Less power at say 600Mhz than running it at say 40C. The transistors get faster and so switching time is reduced and hence power is reduced.

So ramping up the clock by 20-30% and reducing temperature by 40-50C may be a wash and certainly a non-issue as far as electro-migration is concerned.

Having said that the major reliability issue with Kryotech systems is the refigerants and pumps and moisture issues. These items make a Kryotech system clearly less reliable than a conventional PC.
