The last contract rejection was by 86%, the 99% was probably a vote held internally at the union to give the executive a mandate to call a strike if need be (these things are always in the high 90's).

My point was that although for sure there is some manoeuvring going on, INCO would also take into account the fact that the guys on the floor may decide to walk out at any time leaving them in a poor position (just because the union executive say there will be no work interruption does not mean the guys on the floor will heed it). Should they be left with full converters, a tankhouse to pull or whatever who puts things in order if the guys walk for a couple of months.

Guaranteed there will have been some semblance of a orderly shut down done. INCO would have to start up again and take the chance that the no work stoppage would be adhered to.
