I actually laughed out loud when I read this. It made me think of all the energy that is being wasted by these "bureaucrats." It is something like riding the rapids and thinking you are controlling the flow of the water. Only is is more like being in the middle of an avalanche. Or is it Qavalanche. (I have obviously been spending too much time reading this thread!)
