I have no idea. I haven't spent any time tracking the NDX options itself, but my guess is that the low OI is not peculiar to just this month. I just never realized how little OI there is on it.

I used to think the OEX was the most liquid of options... until someone who works at the CBOE pointed out that the SPX is actually more liquid, more pros play those and won't even look at you unless you trade more than 500 contracts.
