I can't bring up a chart on HLIT, but strong stocks such as HLIT, JDSU and others usually aren't good candidates for shorting while they're above the bullish support line. Even if you call the exact top you may also be forced to call the exact bottom since they tend to recover quickly. Short stocks that are below the bearish resistance line, relative strength in O's, in sectors with poor field position, etc. You won't make 20-30% overnight, but you may make it over a month or so. Stocks that fit this definition tend to be very lethargic and rarely snap out of it very quickly, usually giving plenty of warning if they plan to make strong upward moves.

HLIT has presumably given many consecutive buy signals with few or no sell signals. These are the types of stocks that will do what HLIT has already done, rising hundreds of % in less than a year, and nobody knows where it will stop.

Just look at QTRN, PPDI, and FTL. They were clearly sick, may have given the impression that they couldn't fall any further, but imagine if you had shorted FTL on July 1.

The stock has given its first sell signal in ages, but still has RS on a BUY and in X's, so I won't touch this one as a potential short. But if you must short it TD gave the details.

Just a word about my investing style. I'm heavily biased toward the long side, having shorted only twice (and profitably both times) with real money. DWA's contests have taught me that I really CAN pick short candidates on paper, though. My IRA is nearly 100% invested at this time, which represents a considerable risk of its own, especially as we near October.
