I noticed today on T.V that the sister city program works quite well. The program allows economic leaders, and politicians to visit their sister city in the U.S. where they can see first hand, how the city takes care of itself. I would guess this could benifit the both sides ,if each local city paid it's own way and then actually learned and used the programs that would help them once they returned home. What do you think?
