I prefer to think that Nacchio realized that Qwest stock was going to be in the doldrums for a while after seeing how the street reacted to both the Qwest/USW and GBLX/FRO mergers. Realizing this, he did not want to run the risk of having to re-negotiate like GBLX had to. So he postponed the merger until he can get the price up. Less shares would have to be tendered, and Qwest can have time to get the integration of the two companies well under way structurally. I actually applaud them for doing it this way.
