Some of them are spineless, but a lot of it is the fallout of ancient patterns of party identification. The Republican Party had a great deal of prestige in places like New England, where pro- Union, anti- slavery sentiment was strong, and it also gained strength in many places as a reform party battling machine politics. That means that in certain sections of the country, it is normal for Republicans to be moderates, and therefore that when someone like Chris Shays declines to support impeachment, he is probably voting his conscience. Certainly, when I saw him on Hardball talking about it, I found him very sincere, if mistaken....
