That is not the Federal government's purview. Having said that, it appears to me that Koresh was most probably guilty of statutory rape. If it happened, it seems it was with parental consent, the parents believing their children would be "priviledged" to carry his child. That seems to be the extent of the child abuse, as other reports seem to reflect that the children were treated well. I don't condone Koresh's alleged behavior, but the government had no business to do what it did...no matter what the character of the Davidians was (and it wasn't all bad, by any means - from what I've been able to learn) For a well balanced, and conservative (not conservative in the political sense) review of the film, "Rules of Engagement" by a member, Alan A. Stone, of the DOJ's panel appointed to look into the Waco affair immediately after the event see: bostonreview.mit.edu He makes many comments and offers his own opinions on the Davidians and the federal agencies treatment of them. There are other sites - many , many of them - and to me they seem a little, and some a lot, too prejudiced. But that doesn't mean that they can't make valid points. The dramatic over-kill, the destruction of the evidence, hoarding of the Texas Department of Services tapes of Waco, the refusal of the FBI to return ballistic reports to the Coroner and Texas Rangers, are all deeply disturbing. When you add the deaths of the first BATF agents, and the allegation that they had all served on Clinton's campaign security staff (which I don't know to be true), you get a real witches brew...and it has a very foul smell.
