when i got my new dell computer, i had some problems similar to your not being able to do a question mark. i got all messed up particularly in spreadsheets. certain types of characters didn't work at all. it was just a mess. i called dell support and got a pretty rude individual that had me reload win98 and jump through all these hoops. it didn't help.

the next day, i went to the dell site and found a new driver and loaded it and it fixed it. i don't know if this can help you at all, but thought i would mention it just in case it would help.
