I simply have a list I scan through each day and try to fine some technically ripe to buy. If I can't I look in other sectors and do the same.

Friends are a great help as well.

OK, my wish list for what to buy:

#1. I like internets the best.. since I know more about them in general
#2. I like buying new undiscovered ones when a sector is hot, and everyone is looking the the 'next whatever'
#3. small floats
#4. it hasn't run 200% already in the last 5 minutes..
ideally one that is consolidated at a support level, and I am finding it before big volumes are hitting.
#5. it has a pending news event coming.. there has to be a reason
to hold at least for a while..
#6. no history of mms crashing it and trapping people with huge spreads
