09/08/1999 - Calif. Gov. Signs Bill for AFV Access to HOV Lanes

Sacramento, Calif. - In what could be a powerful new incentive to lease or buy alternative-fueled vehicles (AFVs), California Governor Gray Davis has signed a bill to allow AFVs in high-occupancy vehicle (HOV) lanes regardless of how many individuals are in the vehicle, reports the California Electric Transportation Coalition. The bill, AB 71 (Jim Cunneen -R, Campbell), brings California law in line with existing federal laws that established the fleet-vehicle incentive, and extends the incentive to individual motorists not covered by the federal rule (News Notes 3/19/99).

The incentive will begin on July 1, 2000 and run through 2007. The California Highway Patrol will develop distinctive decals or labels so the AFVs will be easily identifiable by law-enforcement officers and the general public. The Department of Motor Vehicles will issue the decals to qualified applicants. Supporters say the measure will provide a boost to the natural gas vehicle and electric vehicle industries at virtually no cost to the state.
