A driver is small program that the operating system needs to identify and properly use a hardware device. Ex: A video driver for your video card, sound card, modem driver, etc.)

someone may have a better definition, but it is a piece of software, that is pretty low level stuff.

to me,

high level applications might be a browser or a spreadsheet.
low level applications might be the operating system.

say for instance we are talking about a monitor...the monitor has to be able to communicate with win98 or whatever operating system. or a printer. a printer has certain protocols and the operating system is prepared to ship off instructions in its language, so there needs to be a "driver" which essentially is a bridge or translation between devices, cards, etc. so that both sides of the bridge talk the same language.

it sounded like your keyboard was not speaking the same language as win98.
