I am sure that there is a lot of horse trading. I suspect that the sense of competition has exacerbated black anti-semitism, and led to greater intercommunal tension, as in Crown Heights. I also suspect that alliances with other groups have been an important part of the dynamic in city politics. Rudy, for example, "dissed" Arafat because there is a substantial alliance between Italians and portions of the Jewish community, and he is expected to honor that. The Upper West Side may have been horrified, but he is not playing to it anyway. Similarly, there is a substantial alliance between blacks and Hispanics, and therefore the main support for the clemency deal outside of the Hispanic community was among black politicians....
