I am certainly not an expert in this area, but I will take a stab at it: When I keep money in "cash reserves" it is actually in shares of a money market fund at my brokerage. I would assume that these "shares" are considered securities by that definition. It is actually not "cash" like we typically say. I must emphasize that this is just my guess, but if you look at your brokerage statement you will see that they refer to your cash this way.

I personally think that the risk of not being invested is far greater than the risk of being prudently invested. IMO
