Am I correct in assuming if a card advertizes multi-monitor support it can be run in a multi environment under NT?

I don't quite follow you. A manufacturer could advertise multimonitor support and only support it in Win9X.

I do recall that Matrox MII cards have Matrox drivers that work in NT for multimonitors...don't rely on my memory. $30!!!

Clarence, MII's will do multi-mon in NT.

Your strategy is an excellent one for your purposes, especailly if they really can be had for $30 (let me know your source if extras are available, please!) This is a very mature, well-supported driver set that will be just fine for 2D.

Edit: I see several others have got you this message. Also, I wouldn't jump at $66 myself, but it still may be a bargain for your purposes.
