<< ... can God change his mind? >>

Since God is all knowing and all seeing, He never changes His mind. He would have no reason to change His mind, since He already knows all the answers.

<< Can he decide he has enough souls around and change the criteria for getting into heaven? >>

There will never be enough souls in Heaven. Since there is no free will in Heaven, it doesn't matter how many empty minds are up there. Souls are more or less like fixtures or decorations or a flower garden, etc.

<< ... if he flooded out everyone but a couple dozen people it implies that he changed his mind at least once. >>

I beg your pardon! He didn't just spare a couple dozen people. He spared one of each bird, insect and animal also. Noah had to travel to far away places, such as Easter Island, Alaska and the South Pole to get two of each species that only existed there.

<< Can it be claimed that following the bible, even if it was written by God, is according to God's wishes today. >>

Sure. Once again, God knows the future, so that the words within the bible also should dictate God's wishes today.

For instance, God might have forewarned of Emile Vidrine's future presence with the Proverb: "A fool takes no pleasure in understanding, but only in expressing his opinion". <g>

This begs the question, can God change his mind?

I think there are examples where God did change his mind. One would be when Abraham was talking to God, another time would be when Moses interceded for the people and God did change His mind. But God cannot change who He is. His attributes are set. He says of Himself, "I AM the same yesterday, today, and forever. I change not." referring to His Holy attributes.

Can he decide he has enough souls around and change the
criteria for getting into heaven?

No, He cannot do that. His criteria are set, but that doesn't mean that we completely understand them. We do understand that it's only through Jesus. But what constitutes belief in Jesus is a standard set and judged by God, even though many down here try to take that job upon themselves! lol.

Is there a binding contract here, after all if he flooded out everyone but a couple dozen people it implies that he changed his mind at least once

He did destroy all but a few because the whole earth was consumed with evil continually. it must have been very bad for Him to do that. We don't know and really can't judge. Was the earth completely populated by what we would call sociopaths? Did God choose the best gene pool to save? Actually He chose the only ones who believed He existed. It must have been a hell of an ordeal because the first think Noah did afterwards was make some wine and get plastered! lol.

Can it be claimed that following the bible, even if it was written by God, is according to God's wishes today.

Well yes it is. Jesus summed everything up for us and made it easy to understand. he said to "Love the Lord your God with all your heart, soul, and mind, and to love your neighbor as yourself. He who does this has fulfilled the whole law." That's everything. Even John Lennon would have trouble disagreeing with that! lol.
