Chaz, You are right it will reuse much of the infra. However I was pointing out that unlike in the US nearly everywhere else the 3G system will be offered in new spectrum. Therefore, WCDMA will run along side the existing GSM offering (be it GPRS or EDGE).

PS In the UK, and likely elsewhere in Europe, there will be one operator that will work from ground zero as you put it!
