3G proposals are Qualcomm, Ericsson, Nokia and Lucent.

This is the "the" website for the 3G standard. ITU is the body that will bring about the ruling for 3G, if a global standard is adopted. It's non-binding, but it being a UN organisation, the rest of the world pretty much adheres to the recommendation set forth by them.
